- NAME
The League shall be known as the Border League and shall be under the control of the League Committee of Border Squash.
- COMPOSITION OF TEAMS
- The League Committee shall determine the number of leagues and the number of teams in each league, subject to a maximum of 12 teams in any mens’s or women’s league.
- First league men shall consist of three players, second and third league men shall consist of four players as well as first/second league ladies.
- All lower league teams shall consist of five players.
- Teams will be promoted and relegated at the end of the season. The team winning the league may move up, this being at the discretion of the Committee and the team coming last will possibly need to move down. This will apply from the second league (excludes the first league).
- ELIGIBILITY OF CLUBS AND PLAYERS
- All clubs which are members of Border Squash and which are in good standing may nominate one or more teams to participate in the league.
- Any club entering one or more teams in the league automatically accepts the costs involved thereof as determined by the League Committee.
- The League Committee of Border Squash shall have the right to refuse participation to any team or to allocate any team to any particular league.
- Even though a club may have had its nomination to participate in the league accepted, the League Committee may require that a club withdraws all its teams from the league, if the club has not paid its affiliation fees prior to the due date, and has failed to pay the full amount due after having received thirty days notice to do so.
- At least two months before the commencement of any league season, each club shall furnish in writing to Border Squash a list of its players in strict order of playing strength.
- Subsequent to the submission of the list provided for the above and at any time until the end of the season, clubs shall be entitled to make further written application to Border Squash to have additional players registered. This written application can be a player’s name included on a score card of aleague match with the player in the correct order of playing strength.
- A player registered with Border Squash may transfer ONCE per league season from one club to another for the purpose of registration, provided that the player obtains clearance from the first club and that the transfer and clearance are submitted to the League Committee at least two weeks before the player represents the new club in league.
- A player may represent a club providing he/she is not playing league in another province. He/she will be eligible to play league provided he/she has moved to the Border as a permanent resident. The player’s participation in the Border League is subject to the time he/she is resident in the province.
- Any player guilty of a breach of rule 3.7 will automatically forfeit the match and the team shall be penalised as per rule 9.1. The non-offending team will retain all points gained from the fixture.
- FIXTURES AND POSTPONEMENTS
- Matches shall be played on the date at the venue specified in the fixture list printed in the Border Squash Diary. The League Committee shall be entitled to amend the fixture lists at its discretion.
- No other fixture or individual game may be postponed or played on any date other than the allocated date, unless the permission of the league convenor has been obtained in advance. The league convenor will only permit the date and/or venue of a fixture or individual game to be changed if:
- a player(s) or official team manager is representing South Africa or Border at Squash;
- a player(s) are playing in S.A. Squash Nationals and it clashes with a scheduled league match;
- 2 or more players in a team are granted permission to rearrange their match for the same league fixture, in terms of rule 4.2.1 and/or 4.2.2, the whole fixture may be arranged provided the opposing captain agrees.
- The time period is restricted to 7 days prior to the date of the fixture!
- Rule 4.2 & 4.3 applies to all players.
- In the event of the team being compelled to scratch from a fixture, the team captain concerned shall notify the opposing team and the league convenor of this in good time before commencement of the fixture. The team that is scratching from the fixture shall not receive any points. The non-offending side gets maximum points, provided a score card is submitted by the non-offending side. 4.6 Any player who normally represents a scratched side shall not be permitted to play in any lower league side during that week. In the event of this rule being breached, the defaulting player shall forfeit his/her match 0/9, 0/9, 0/9.
- If for whatever reason a club withdraws a side from the league, then all members of that side shall not be permitted to play for any side lower in the league than the withdrawn side. Such players will forfeit their points.
- STARTING TIMES
- All fixtures played between city teams must commence no later than 18h00. All fixtures involving out of town clubs must commence no later than 18h30.
- Any player failing to arrive for a fixture shall forfeit his/her match 0/9, 0/9, 0/9 and be suspended from playing for the following two fixtures.
- If all players of one team and none from the opposing team are at the scheduled venue 30 minutes after the scheduled starting time, a walk over result may be claimed. Once the fixture has commenced, any player arriving after all matches have been played and a court being available, shall forfeit his/her match.
- The order of play shall be 3, 4, 2, 1 or 3, 4, 5, 2, 1. In special circumstances, the captains may agree to change the order of play. The players may not, however play out of sequence of their own accord.
- A marker and a referee must officiate each match - one each from both clubs, alternating match for match. It is advisable that the home team acts as marker and the away team act as referee.
Order of marking and refereeing should be as follows:
Player three - player one to mark/referee,
Player four - player three to mark/referee,
Player five - player four to mark/referee,
Player two - player five to mark/referee,
Player one - player two to mark/referee.
- CLAIMING A MATCH
- A town team may claim a match at 18h30 and an out of town team 19h00 irrespective of the start time, provided that-
- it has all players present and ready to play and
- it has not been possible to commence the match due to the opposition not being present to play.
- The team claiming a match shall submit a fully completed result sheet together with written comment explaining the reason for the 22/0 or 27/0 claim. The league convenor(s) will (subject to appeal) apply penalty points to the defaulting team.
- If one or more games have been completed before 18h30 (19h00 out of town) and there is not another pairing present and ready to play, the remaining games may not be claimed until 18h30. At this time the result of any games played would stand and the remaining games may be claimed 3/0. Written comment explaining the claim should be included on the result sheet. The league convenor(s) will (subject to appeal) apply penalty points to the defaulting team.
- ORDER OF PLAYING STRENGTH
- No player may play for more than one club in the same season without first obtaining the permission of the League Committee.
- Each club shall rank its players in strict order of playing strength ranking from its first team to its last. Players may move up any number of positions.
- Players may not move down more than two positions in the first and second leagues and more than three positions in the lower leagues without the prior permission of the league convenor(s). This rule is not affected by the player’s period of absence
- Where two or more teams are entered by any one club in 1st league, players may be nominated for each league team and may not play for any other team in 1st league for the same club. Reserves for 1st league may play for more than one team except that three consecutive appearances for the same team will qualify that player as a nominated member for that team.
- Where any club has two or more teams entered in the lower leagues, any player may move across with regard to playing position as these teams are treated as on [split strength] for league purposes.
- Before the start of each fixture, the captains shall list their teams in playing order on the score card and shall then exchange cards and fill in their teams on the other team’s card.
- A player whose name appears on a score card must be able to play.
- SCORE CARDS AND SCORING
- Official score cards are printed and it shall be the responsibility of every team captain to ensure that the results are correctly entered thereon.
- Cards shall be detailed legibly and correctly with specific regard to team designation i.e. A or B, the spelling of players’ names including first names and recording the results of each match and fixture. Failure to comply with this requirement shall result in forfeiture of points or all points for the fixture concerned.
- Two result cards, signed by both captains, shall be faxed to the Border Squash office on fax: (043) 726 2176 with a deadline BY 12 NOON ON THE DAY FOLLOWING THE FIXTURE. Each team captain is responsible for the submission of his/her team’s result card.
- Results not received by the specific time will not be considered and all points shall be forfeited. It shall not be incumbent on the league convenors or league committee to follow up on any results outstanding as a result of non-submission of score cards.
- In all leagues, 2 [two] points shall be awarded to the team winning the fixture. In addition, 2 [two] points shall be awarded for each match won and 1 [one] point for each game won. Score cards must reflect the full game and point scores. Should the teams be level in matches and games, there will be a points count out to determine a winner.
- Should teams finish in a tie for the first place at the end of the season, the winner will be the side that conceded the least number of points.
- In the event of any team having a bye, a score card shall be submitted with the full names of players who would have played, had there been a fixture on that date. In the event of this rule being breached, the defaulting team shall forfeit all points for the bye fixture.
- No player may play for any other team during that week of the bye. In the event of this rule being breached, the defaulting player shall forfeit his/her game 0/9, 0/9, 0/9 and the offending team shall forfeit an additional 10 [ten] points.
- PENALTY POINTS
- In the event of any team being short of players, or scratching from the fixture, that team shall be penalised as per rule 9.2.
- The opposing team shall be awarded each such match as a 3/0 win. This rule will include forfeiture under rule 5.2.
- It shall not be incumbent on the league committee/league convenor(s) to advise any club or player of the application of automatic penalties.
- Penalty points shall be applied in the case of missing or incorrect information on result sheets and/or for the infringement of the league rules and shall be allocated ass follows:
- for a non-registered player - 5 penalty points per match
- where a player is in breach of rule 7 or found to be currently registered for league with another club, penalty points will be allocated as if the player were a missing player in accordance with rule 9.2.
- Penalty points shall be applied in the case of missing or late players and shall be allocated as follows:

- Any team failing to submit a bye card will forfeit all points.
- A player that has not paid his/her fees to his/her club, shall be regarded as a non-registered player and penalty points will be imposed according to rule 9.4.1.
- RULES OF PLAY
- All matches shall be played under the laws of the game as adopted or laid down by Squash S.A.
- Squash balls used in league matches shall be provided by the home team and shall be the Revelation Pro (Double Dot) ball. The home team shall provide the lights.
- All players shall wear clothing conforming to appendix (vi) of the rules of squash e.g. predominantly white shoes with non-marking soles.
- Border Squash shall have the power to take disciplinary action against any player, team or club for misconduct.
- The powers of Border Squash in this regard shall include the right to suspend any player, team or club from participating in the league for any period under its direction or declare points, which have been earned, forfeited.
- Any alleged misconduct will be communicated to the offender prior to any disciplinary action.
- DISPUTES
- Any disputes arising out of a fixture shall be referred to the league convenor(s) in writing within 48 hours of the fixture date and time.
- Any decision made by the league convenor(s) or League Committee of Border Squash concerning the interpretation of the rules and regulations and implementation thereof, shall be final.
